A 2D drawing defines dimensions and tolerances and is what a dispute is settled against. A 3D model communicates shape efficiently and is what tooling is built from. A photograph or a physical sample communicates appearance better than either.

Exchange all three where they exist, but be explicit about which one governs. When a 3D model and a 2D drawing disagree, someone has to have decided in advance which one wins.

Starting without a drawing

Plenty of hardware projects start from a photograph, a sketch on paper, or a sample posted to the supplier. That is a perfectly normal starting point and often faster than an inaccurate drawing.

What matters is that a drawing exists and is approved before tooling. The route to it can be entirely supplier-led; the approval cannot.
